Pay Up Collection Agency was trying to collect a $500 bill for medical services rendered to Patient Pam by Dr. Lai. Collection Agent Cole went to Patient Pam’s house, and when Patient Pam’s mother answered the door, Collection Agent Cole told the mother he was there to collect a bill owed by Patient Pam. The mother told Collection Agent Cole that, because of Patient Pam’s illness, Patient Pam had been unemployed for six months, that she was still ill and unable to work, and that she would pay the bill as soon as she could. Collection Agent Cole, in a loud voice, demanded to see Patient Pam and said that if he did not receive payment immediately, he would file a criminal complaint charging Patient Pam with fraud.
