A client’s blооd аlcоhol level is 100mg/dL (0.10%).  He is clumsy аnd slightly off bаlance as he performs the roadside sobriety tests.  A second client’s blood alcohol level is 300mg/dL (0.30%).  He is clumsy and slightly off balance as he performs the roadside sobriety tests, but not appreciably more affected than the first client.  How can this be accounted for?
