Thrоughоut this text, there hаs been аn emphаsis оn the need to provide an environment that promotes appropriate behavior and learning. In other words, this means providing support for appropriate behaviors and preventing challenging or inappropriate behaviors from happening. The teacher’s first strategy should be to examine the role of the environment itself and make any changes possible to prevent a behavior. This may include strategies such as offering choice, eliminating wide-open spaces, planning developmentally appropriate activities, providing appropriate structure during transition times and being sure learning groups do not have too many children. A well-planned learning environment is one component of preventing challenging behaviors. Of course, even the best-planned learning environment cannot prevent all challenging behaviors from occurring. Fox and colleagues (2003) describe a model that provides a tiered intervention framework that promotes the social, emotional, and behavioral development of young children. In the tiered framework for intervention we see  a pyramid with 4 rungs: Starting at the base - label the 4 tiers.
