A term infant is delivered after a prolonged deceleration and emergency cesarean section. Apgar scores are 1 at 1 minute, 3 at 5 minutes, and 4 at 10 minutes. Cord arterial blood gas shows pH 6.92 and base deficit –18. At 40 minutes of life, the infant is lethargic with decreased tone, weak suck, and an incomplete Moro reflex. Using AAP criteria for therapeutic hypothermia, does this infant qualify?
