City adopted an ordinance which allows news reporters from radio media to broadcast live news or “stand-up” reports from the steps of City hall but forbids television or video reporters to make such broadcasts from the steps of city hall. In passing the ordinance the City council expressed concern for the safety of council-members whose likenesses may be sent over the air to televisions and viewed by members of the public who may disagree with City council’s actions and result in threats or acts of violence against council members.
