How do humanitarians define those principles? Are they important and, if so, why – and under what circumstances – are they important? In Chapter 7 of Empire of Humanity, Barnett discusses four humanitarian crises – Biafra, Vietnam, Cambodia and Ethiopia. Choose one of those crises, and based on the assigned readings, discuss how the humanitarian responses did or did not adhere to the principles of humanity, impartiality, neutrality and independence. Informed by that analysis, what is your overall assessment? Refugees and Others Forced to Cross Borders: We read part or all of two important books on contemporary challenges in forced migration, Refuge (Betts/Collier) and The Arc of Protection (Aleinikoff/Zamore). From your perspective, what are 2-3 key ideas and recommendations coming out of each? Where are the similarities in the two works and, perhaps more importantly, where are the differences? And with respect to differences, what are your perspectives and why? The Extension of Humanitarianism: What is the Responsibility to Protect Doctrine? Explain how it has or has not been accepted by states. We’ve read relevant articles by Luttwak, Power, Kuperman, and Ayoob. Briefly describe the perspective of each and then explain where you come out on these issues, and why. Humanitarian and Refugee Law: Describe the key provisions of documents we have reviewed, and their significance, in your view – in particular, the Fourth Geneva Convention, the Convention and Protocol Relating to the Status of Refugees, the Cartagena Declaration and the OAU Convention Governing the Specific Aspects of Refugee Problems in Africa, and the Guiding Principles on Internal Displacement.
