While Tub hides his eating problems and Kenny just acts tough all the time, Frank is the silent observer, taking a lesser role until the opportunity to rise in power presents itself. Even though Frank is wise, his poor choices with women prove him to be flawed; nonetheless, Wolff clearly sets him up as the most intelligent character because he is observant and he understands how to manipulate situations to his advantage.
