The Senate passed a bill (55-45) declaring it illegal to breath air without a government certificate. The bill was passed after a ¾ cloture vote ended the filibuster made by a Senator from Texas. The House Ways and Means Committee approved the Senate bill, but added an amendment fining all Americans $1 to cover the cost of breathing last year. The House passed it by a vote of 345-100. The bill was sent to a conference committee and the different bills were reconciled by maintaining the fine introduced by the House. The House and Senate voted again to pass the bill and sent it to the President with a simple majority vote. The President waited less than 24 hours to veto the bill and returned it to Congress with his list of reasons for opposing the legislation. The bill was overridden by the required ¾ vote of the House and Senate.
