An NPR article (Rothberg) told the story of America schools in two numbers:  $9,794 funding per pupil in a poor school district and $28,639 funding per pupil in an affluent school district.  One reasons there was such a big differences between funding per student in these school districts was because of a primary reliance on  ____________ as the major way of funding these schools districts. Author Jonathan Kozol refers to these disparities as “savage inequalities.”
