Complete a one-page summary worth 25 points: The president is not elected by direct, popular vote. Rather, a system of electors, known as the electoral college, selects the president. Each state has a group of electors equal to the number of representatives it has in the House and Senate. The Twenty-Third Amendment gives the District of Columbia the number of electors it would have if were a state. However, that number may not exceed that of the smallest state, currently three and the District’s population entitles it to that number.
