Two facts matter: the player requests one chunk at a time with idle gaps between requests (the ON-OFF pattern), and lower bitrates produce physically smaller chunks. Conceptually, why does this make the player under-estimate its fair-share bandwidth AND keep reinforcing that under-estimate downward?
