This part is worth 25 points: in a one-page summary. You are the investigator for the below case. Give a one-page explanation of the facts, including who, what, when where and how. What is your recommendation as the Primary Investigator? INTRODUCTION MICHAEL BROWN, AN UNARMED BLACK TEENAGER, was shot and killed on August 9, 2014, by Darren Wilson, a white police officer, in Ferguson, Missouri, a suburb of St. Louis. The shooting prompted protests that stirred the area for weeks. On November 24, the St. Louis County prosecutor announced that a grand jury decided not to indict Officer Wilson. The announcement set off another wave of protests. In March 2015, following its investigation into the internal workings of the police department, the Justice Department called on Ferguson to overhaul its criminal justice system, declaring that the city had engaged in constitutional violations. Perhaps the most difficult decision made by a police officer is the decision to use lethal force against a citizen. Indeed, the taking of a human life, even if deemed justified, can be an awesome burden to bear for the officer involved and can result in highly volatile civil unrest such as the 2014 shooting of Michael Brown by Darren Wilson. That shooting sparked widespread protests, prompted a White House commission to call for reforms, galvanized the Black Lives Matter movement, and led many police agencies across the nation to examine their use of deadly force.
