You notice a fellow PTA is having a conversation with a patient about the progress of another patient. You bring it up with the PTA later and they say it’s okay because they’re siblings. Even though the PTA says it’s harmless, you know there’s nothing on their medical record saying they have released their information to each other.  What type of ethical issue is this?
